Article 26.13 of the Union's Collective Bargaining Agreement with the State of Alaska provides for an Emergency Leave Bank (ELB) for GGU members.
The ELB is a voluntary union program. If you are not currently a participant in the Emergency Leave Bank, you may elect coverage during the 2026 calendar year by contributing 7.5 hours of personal leave during the open enrollment period November 1, 2025, through November 30, 2025.
If you wish to join please complete the Emergency Leave Authorization Form and fax, mail, or email the form to Union Headquarters in Anchorage by November 30, 2025. You can access the form by clicking on the following link: https://www.afscmelocal52.org/asea-files/ASEA-ELB_auth.pdf. The ELB Authorization Form also outlines the criteria for use of the ELB.
