Dear ASEA member,
Your Union has set an arbitration date with the State to resolve the longstanding Notice of Pay Problem (NOPP) grievance for April 14th, 2025. (For grievance process, see graphic).
There are a couple of things we need from you as we prepare for arbitration:
1. As you receive responses to your pay problems, please closely review them and let your business agent know if you disagree with the response. (Find your business agent here.)
2. If the pay shortage resulted in a significant financial hardship for you, please reach out to Lizzie Solger at
3. Continue checking your paystub for errors and make sure to file a NOPP as soon as you notice a mistake. Please note that the State has implemented a new NOPP form: https://doa.alaska.gov/dof/payroll/nopp.html.
We know it has been difficult and frustrating to wait many months for resolution over outstanding pay issues. You did the work and deserve to be compensated! ASEA is committed to ensuring every employee is compensated according to the terms of our collective bargaining agreement.
If you are not an ASEA member, our Union is actively serving your interests through collective bargaining, contract enforcement, and member advocacy—including resolution of the NOPP crisis, support for the repeal of WPO-WEP, and restoration of a Defined Benefit retirement. Please consider adding to our collective strength and power by becoming an ASEA member today: https://www.afscmelocal52.org/member.
In solidarity,
Heidi Drygas
